Why the rules exist

In 1991 the Consumer Product Safety Commission announced a safety standard aimed at garage door deaths, citing 46 confirmed deaths of children between the ages of two and fourteen from March 1982 through December 1990 in incidents where an automatic door closed on them. The Commission published final rules in December 1992: openers manufactured on or after January 1, 1991 had to meet the requirements of the industry standard under the 1990 legislation, and additional requirements applied to units manufactured on or after January 1, 1993, including an electric eye, an edge sensor, or a constant-contact wall button as the secondary means of protection. That 1993 date is the line an inspection is looking for, and 16 CFR 1211.1 sets it out.

The reversal test, done to the rule's numbers

The federal rule is specific about behavior, so a real inspection tests against it rather than eyeballing it. Under 16 CFR 1211.7, an opener has to reverse a closing door within two seconds of contacting a solid obstruction and return it to the fully open position, and the rule exempts the first foot of travel from the fully open position from that requirement. The same section limits how long the motor may run: a unit must not be able to continue driving a door for more than thirty seconds under the conditions the rule describes. The test itself is a piece of solid material laid flat under the door, closing the door onto it, and watching whether it stops and returns fully open, not partly.

The secondary device and its self-check

16 CFR 1211.8 requires a secondary entrapment protection device on a vertically moving residential door: a photoelectric sensor, an edge sensor, an inherent sensor independent of the primary system, or an equivalent device. When it triggers, the closing door has to reverse, return fully open, stop there, and an open door must not be allowed to close. The requirement people are least aware of is the monitoring one: the operator has to verify that the device is present and working at least once during every close cycle. An inspection therefore proves the device twice, once by interrupting it mid-travel and once by disconnecting it, so the head is seen to refuse the close rather than ignoring the fault.

The label, and where the rule puts it

16 CFR 1211.17 requires an entrapment warning label to be installed near the wall control. The rule even specifies the size: at least five inches by six and a quarter inches, with the word warning in orange letters at least seven sixteenths of an inch tall. It is a small thing and it is missing in a large share of garages, either because it was never installed or because the drywall was painted around it. It goes back on, because it is the only instruction in the garage that tells the next occupant of the house not to let children play with the control.

The mechanical half of the inspection

Pull the release cord and lift the door by hand. A balanced door moves with moderate effort and holds where you leave it, roughly waist height; a door that slams down or flies up is out of balance and the counterbalance needs correcting before anything else. Then the parts: cables at the bottom loop where they fray, drums for scoring, bearings for play, hinge knuckles for cracks, rollers for flat spots, rail for plumb and for bracket lags that have loosened, struts for straightness, and the header bracket and rear hanger for fasteners walking out of framing. On any door in this city, that inspection also looks at heat: with a 95.6-degree July normal high and about twenty days a year over 100 at DFW, nylon rollers and dry bearings show their age early here.

What you should do between inspections

The Commission's guidance with those final rules told consumers to test the reversing mechanism monthly, and that remains the single most useful habit. Do the obstruction test and the beam test once a month, take thirty seconds, and note it somewhere. Keep the wall control high enough to be out of reach of children and never let anyone stand under a moving door. 1993 is the line for opener safety rules

Federal rule 16 CFR part 1211 covers residential openers built on or after January 1, 1993. Section 1211.8 requires a photoelectric sensor, an edge sensor or an equivalent device, checked by the operator at least once every close cycle.

Why it matters: A head older than that rule was never required to carry secondary protection, so an aging opener in a pre-1980 Fort Worth garage is a replacement question, not a tune-up.

Historic districts review the door before the permit

Fort Worth requires a Certificate of Appropriateness before a building permit is issued for exterior alterations in its historic districts, and the city lists doors and accessory structures among them. Fairmount, Mistletoe Heights and Elizabeth Boulevard are on that district list.

Why it matters: On the near south side a replacement door is a design review item before it is a parts order, and repairing the original wood often clears faster than replacing it.

A 1998 median hides a lot of pre-1980 garages

The median Fort Worth housing unit was built in 1998 (ACS 2024 1-year estimate), but roughly a third of the city's 397,600 units predate 1980. Arlington Heights was largely built out in the 1920s, and Wedgwood was developed between the 1950s and the 1970s. Walsh on the far west side did not receive its first homeowners until April 2017.

Why it matters: Post-1990 garages are nearly always sectional steel doors balanced on a single torsion shaft. The 1920s bungalow blocks and the 1950s-70s suburbs frequently have extension springs running along the side rails, sometimes on original one-piece doors, and detached alley garages often have too little headroom for a standard torsion mount. The parts, the tooling and the safe procedure differ, so the build era has to be established before the truck is loaded.
