The counterbalance stores the force; the cable is what delivers it to the door. That distinction matters when you are trying to tell what failed. A counterbalance letting go announces itself and leaves the door dead on the slab. A cable letting go is nearly silent, and the door keeps moving on the side that is still connected, which is what racks it in the opening. The bottom brackets get inspected while everything is loose, because a bracket with an elongated stud hole will chew the new cable, and the bottom fixtures are the one place on the door where the fastener is under load whenever the door is up.

Cable stock is inexpensive, so what moves the number is what else has to come off: a scored drum, a bent bottom bracket, a bearing that has been running dry, or a section that got tweaked while the door was hanging on one cable.
